INVITATION FOR TECHNICAL AND FINANCIAL TENDER FOR EXECUTION OF 2017 CAPITAL PROJECT
The Federal College of Land Resources Technology (FECOLART), Owerri; an institution in the Federal Ministry of Agriculture and Rural Development invites qualified, interested and eligible vendors; suppliers; contractors; Original Equipment Manufacturers (OMEs) and Consultants to tender for the procurement of Goods, Works And Services appropriated under the various programmes of the college in the year 2017 Appropriations as Specified in the following paragraphs:

3. QUALIFICATION CRITERIA AND TENDER AND TENDER REQUIREMENTS.
In order to be considered, interested companies, which must be Nigerian companies, must submit tenders/Bid documents accompanied with the following:
i. Evidence of registration with Corporate Affairs Commission (CAC) and Forms C07:
ii. Provide detailed Company Profile
iii. Detailed evidence of compliance with Pension Act:
iv. Company Audited Accounts for the last 3 years:
v. Must have fulfilled all its obligations to pay taxes and vats, pensions and social security contributions
vi. Letter of Financial Capability and Banking Support:

vii. Evidence of payment of non-refundable Tender fee of N10,000.00 only in favour of the Federal College of Land Resources Technology (FECOLART), Owerri through REMITA at any commercial bank in Nigeria.
viii. Evidence of 3-4 similar jobs previously executed or presently being executed (including letters of award, Completion certificate, payments etc.):
ix. Submission of technical details and brochures of items being tendered for and evidence of Manufacturers Authorization of dealers/distributorship appointment:
x. Interested bidders are to submit the current ITF & PENCON COMPLIANCE CERTIFICTES in line with the provision of Section 16 (6)(d) of the Public Procurement Act, 2007.
xi. Interested bidders are to submit the INTERIM REGISTRATION REPORT (IRR) issued by BPP/Evidence of registration on the National Database of Contractors, Consultants and Service Providers in line with the provision of Sections 5(h) and 6(1)(f) of the Public Procurement Act, 2007.
xii. Interested bidders are to accompany their bids with court sworn affidavit indicating that : (a) they do not have any director who has been convicted in Nigeria or any country for criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter. (b) whether or not any officer of the relevant committees of the procurement entity is a former or present director, shareholder or has any pecuniary interest in the bidder.
xiii. Any other document(s) to support the qualification and tender documents as may be contained in the Standard Bidding Documents:
xiv. The entire requirement stated in paragraph 3 (i-xiv) shall be enclosed in the Technical enveloped.
4. COLLECTION OF TENDER DOCUMENTS
Qualified companies shall on application collect tender documents from the office of:
The College Procurement Officer, Federal College of Resources Technology, Oforola/Obosima, Owerri upon the presentation of REMITA RECEIPT PINT-OUT of non-refundable tender fee of N10, 000.00 only.
5. SUMISSION OF TENDER DOCUMENTS
The completed tender document must be submitted in (3) copies each; including one (1) original and two (2) copies , in two( 2) separate sealed envelope marked with the appropriate project title and lot number at the top right hand corner and delivered at the address below not later than 12:00 noon on the 18th of August, 2017 (Six (6) weeks ) from the date of this publication which is 10th July, 2017.

6. OPENING OF BIDS
Interested bidders are to note that the tender shall be opened immediately after the deadline for submission and as required in Section 30(C) of the Public Procurement Act, 2007 at the Board Room of the College, Oforola/Obosima, Owerri.
In addition to the above, only technical bids will be opened at the time of bid opening while the financial bids are to be opened publicly for the successful bidders on the date to be communicated to them with relevant NGOs and CSOs in attendance. Besides, the financial bids of the unsuccessful bidders will be returned unopened.
PLEASE NOTE
xv. Contravening of the conditions in paragraph 3(i-xiv) could lead to disqualification of bid
xvi. The financial bid of only the companies pre-qualified shall be considered for further selection.
xvii. Submission of tender by post or courier will not be accepted
xviii. The college shall reserve the right to verify the authenticity of claim(s) made by bidders
xix. This request shall not be construed as a commitment on the part of FECOLART, Owerri nor shall it entitle the submitting organization to neither make any claims whatsoever nor seek indemnity from FECOLART, Owerri by virtue of responding to this advert.
xx. This advert also serve as invitation to any interested NGO and member of the general public who may wish to witness the bid opening exercise.
xxi. Bidders must state their correct, authentic and verifiable address of contact. Any bidder found to have given fake address would be disqualified.
xxii. Late submission of bids will be rejected.
